On 22 May 2008 the then Secretary of State for Northern Ireland, Shaun Woodward MP, appointed an Independent Reviewer of the Justice and Security (Northern Ireland) Act 2007. The terms of reference of the post included, "to review the operation of sections 21 to 32 of the Act and those who use or are affected by those sections". This covered the powers of the police and the British Army to: stop and question; arrest; enter property; carry out searches; examine documents; close roads; etc. The Independent Reviewer produces an annual report for the secretary of state. The first Independent reviewer was Robert Whalley; then David Seymour; Professor Marie Breen-Smyth (1 Feb 2021); and Dr Jonny Byrne (1 February 2024). Copies of IR reports.
