This body was established in September 2003 by the British and Irish governments to report on the carrying out of commitments made in the Good Friday Agreement in regard to paramilitary activity, security normalisation, and participation in the political institutions. When first established the IMC was comprised of four members who were: John Grieve, former Assistant Commissioner of the Metropolitan Police, and Lord Alderdice, formerly Presiding Officer of the Northern Ireland Assembly, both nominated by the British Government; Mr Joseph Brosnan, formerly the Secretary of the Irish Department of Justice, nominated by the Irish Government; and Mr Richard (Dick) Kerr, formerly the Deputy Director of Central Intelligence in the United States, nominated by the US Administration.
